Regional gender experts and consultants


SAMRA FILIPOVIĆ-HADŽIABDIĆ
is a lawyer and the Director of the Agency for Gender Equality in Bosnia and Herzegovina. The Agency has overall responsibility for the implementation of Law on Gender Equality in BiH, as well as for gender mainstreaming activities.

In the period 2001-2005 she was the director of Gender Center of the Federation of Bosnia and Herzegovina. Ms. Filipović-Hadžiabdić actually established this institution and initiated first activities in this field, including development of gender mainstreaming strategy at the state, entity and cantonal level. Before joining the Gender centre, Ms. Filipović-Hadžiabdić worked as an advisor at the Cabinet of the President of the Federation of Bosnia and Herzegovina, implementing the Project "Improvement of the status of women in Bosnia and Herzegovina". Also, she was engaged as a legal advisor within the OSCE Mission to BiH, Human Rights Department.

Ms. Filipović-Hadžiabdić organised a number of trainings on gender issues for different groups of participants. She represented BiH in the UN and EU institutions in a number of occasions and participated as a panellist at world congresses, international conferences and workshops organized by international and national governmental and nongovernmental institutions and organizations.

Ms. Filipović-Hadžiabdić has been instrumental in development and implementation of UNDP Gender Programme, defining its strategy, project planning and implementation of all of its segments. Also, she is the leader of regional cooperation among institutional gender mechanisms in the region.
Ms. Filipović-Hadžiabdić is an expert and consultant for legal issues and for all aspects of gender analysis and gender mainstreaming.

ZIJAD HASIĆ
holds a doctoral degree in Law, with the specialization in International Law. Among other positions he has held, Mr. Hasić was the Deputy Minister of Justice of Bosnia and Herzegovina and Chief Administrative Inspector. At present, among other functions, he is the Secretary of the Committee on Human Rights, Immigration, Refugees and Asylum Issues and Committee for Gender Equality of the Parliamentary Assembly of Bosnia and Herzegovina. As the Committees Secretary he actively participates in the creation of its working agenda.

His engagement in the preparation of the legislative and sub-legislative acts in the area of gender equality, as well as the monitoring of the implementation of the already adopted norms is of special relevance. Additionally, Mr. Hasić is monitoring the accomplishments of the state obligations towards the International Community in the area of gender equality, especially in the implementation of the activities related to Euro-Atlantic integrations.

Mr. Hasić has been profoundly engaged in the procedure of the creation and adoption of the Law on Gender Equality, and through numerous engagements with the GTF Regional Office, the Agency for Gender Equality BiH, Gender Centres of the Federation and Republic of Srpska, as well as numerous NGOs that deal with gender equality. Working on these issues he has gained considerable experience and respect in the area of gender equality. Mr. Hasić is also Secretary of the Parliamentary Group for Population and Development, whose jurisdiction is closely linked with the issues of gender equality. He was member of the Working Group on Public Life.
Mr. Hasić is an expert for legal issues and institutional mechanisms and procedures.

ANE JAKŠIĆ
 is currently the Assistant Director of the Gender Centre of Federation of BiH. She is a sociologist with years of experience in the House of Peoples of the Parliament of Federation of Bosnia and Herzegovina, OSCE Mission in BiH, where she participated in drafting procedure of Rules and Regulations for Elections 2000, but also managed the election processes, and especially organised instructive seminars for municipal commissions and election poll committees.

Her expertise includes preparation of proposals of amendments of laws and regulations, development of the strategy concerning establishment of municipal gender commissions, development of different strategies related to different issues in gender field. She was actively participating in the working groups in connection with engendering PRSP, Public Life, National Action Plan, gender sensitive budgets, gender sensitive statistical database, etc. In addition to her permanent institutional support and contribution to the UNDP Gender Programme, she contributed to this project through the Working Group on Public Life
Ms. Jakšić is an expert on political participation and election system.

RAJKO KLIČKOVIĆ
is employed by the Ministry of Labour and Protection of Soldiers and Disabled Persons of Republic of Serpska. He possesses extensive experience working within state institutions but also contributing to the international organisation with his expertise.

Mr. Kličković is also an expert for Labour issues of the International Labour Organisation. Mr. Kličković knowledge on social and labour issues greatly contributed the Working group on Labour and Employment.
Mr. Kličković is an expert for labour and social protection issues.

SPOMENKA KRUNIĆ
is a lawyer with extensive experience in state institutions. She is Director of the Gender Centre of the Government of Republic of Srpska. Her gender related expertises include coordination and participation in gender mainstreaming processes in RS and BiH.

She was especially engaged in the integration of gender in scopes of labour, employment, media, health, social insurance, domestic violence, public life and decision making. Also, she is involved in the preparation and implementation of strategies, as well as on reviewing and assessment of laws, in accordance with the Gender Equality Law.

Ms. Krunić coordinated projects implemented in BiH and its entities, such as the GEEP Project (supported by Finish Government), Gender Equality Project (supported by UNDP and Japanese Government) and Sub-regional Gender Project (supported by UNDP/CIDA). She coordinated and participated in the preparations of the CEDAW report of Bosnia and Herzegovina for UN CEDAW Committee and State Action Plan for improvement of Status of Women according to Beijing Declaration and Platform for Action. Also, she participated in coordination and preparation of gender related researches, “The Gender Barometer for BiH”, which represents analytical approach, mapping the situation, relations and attitudes about gender relations.

One of her most important and most recent engagements has been coordination and participation in preparation of Gender Action Plan which is a strategic document for gender mainstreaming in BiH, RS and F BiH. It will be conducted and implemented by gender mechanisms (the Agency for Gender Equality and Gender Centres of RS and F BiH) and other state, entity, cantonal and local level institutions. Before joining the Gender Centre Ms. Krunić worked as civil servant in scope of Property Law, urbanisation and housing. She was a member of several working groups for preparation of laws in the field of urbanisation, construction and protection of national monuments.

Ms. Krunić, with her knowledge, expertise, and permanent support greatly contributed the Project definition, planning and implementation. It is especially reflected in her membership at the Project Management Board.
Ms. Krunić is an expert for legal issues and gender mainstreaming.

JELENA MILINOVIĆ
holds two degrees: teacher of Serbian language and literature and an economist. Her professional experience has a wide range. She spent 9 years working in the software industry, after which she made a career move towards public relations in 2003.

Her experience with gender mainstreaming institutions started in December 2003 when she was officially engaged as a representative of PR Agency for the purpose of the regional conference “Implementation of Gender Policies and Practices – Lessons Learnt”, organized by Gender Centre of RS in Banja Luka. Soon after that, in February 2004, she started working as PR Officer for Gender Centre of RS, as a support from GEEP project (bilateral project of Governments of Finland and BiH).

Since that time Ms. Milinović developed her capacities for gender mainstreaming in media, especially in building relationships with key public broadcasting services. She also participated in various PR events and improved communication channels with different target groups.

Ms. Milinović contributed to the Project with her permanent support to the Law on Gender Equality implementation, especially as member of Working Group on media.
She is a trainer in Gender and Media training programme and an expert for media issues.

AZIR MRĐANOVIĆ 
is a lawyer with expertise in legislation. Mr. Mrđanović is employed by the Gender Center of the Federation of Bosnia and Herzegovina where he provides with professional analyses and advice in the field of legislation. Also, he participates in drafting of law proposals, amendments and regulations within the scope of the FBiH Gender Centre, and in preparing the methodologies for reporting in accordance with the ratified conventions.

Mr. Mrđanović works on development of all forms of analyses, studies, information and methodologies for monitoring of the status of gender equality in culture, sports, public life, and domestic violence. Before joining the Gender Centre Mr. Mrđanović worked for Quaker Peace and Social Witness as legal Advisor-Consultant, NGO Sprofondo, with children refugees and DPs and IBHI BiH- Professional Associate for Gender Issues.
Mr. Mrđanović is an expert for legal issues and UN Resolution 1325.

SAŠA SAVIČIĆ
is a lawyer working in the Gender Centre of the Government of Republic of Srpska. Previously, Ms. Savičić was involved in the Office of State Lawyer of Republic of Srpska. In addition to his daily work on implementation of the Law on Gender Equality.

Mr. Savičić’s expertise contributed the following Working Groups: Education, Health and Social Protection and Sports and Culture. Mr. Savičić expertise is related to legal analysis; drafting of proposals for amendments, harmonisation of laws with Law on Gender Equality. He is actively involved in all segments of implementation of the Law on Gender Equality, including Gender Action Plan of BiH, and its chapter “Men’s role”.
 
He is also very knowledgeable of the political and institutional mechanisms in BiH and in the region.
Mr. Savičić is an expert for legal issues.

ELMA SPAHIĆ
is an Executive Advisor in the Agency for Gender Equality of Bosnia and Herzegovina. She graduated French Language and Literature at the Faculty of Philosophy in Sarajevo.

Ms. Spahić worked as a Project Officer on the Gender Equity and Equality Project (GEEP) in Independent Bureau for Humanitarian Issues (IBHI BiH). As a Project Officer, she provided support to the Gender Centre of the Federation of Bosnia and Herzegovina and the newly established Agency for Gender Equality in Bosnia and Herzegovina.

Her activities included, amongst others, preparation of the Report on Implementation of the Convention on Elimination of all forms of Discrimination against Women (CEDAW), preparation of the State Action Plan as per Beijing Declaration and the Gender Action Plan for Bosnia and Herzegovina. She also participated in preparation of the UNDP National Human Development Report, Bosnia and Herzegovina 2000 “Youth,” as IBHI Project Team Member.
Ms. Spahić is an expert for gender mainstreaming and international gender related legislation and regulations.

ANA VUKOVIĆ
is the Director of the Gender Centre of the Federation of Bosnia and Herzegovina. She is a lawyer with expertise in the field of legislation.

Ms. Vuković has extensive experience working in Federal institutions, namely Federal Administrative Institute within the Federal Ministry of Justice as Chief Federal Inspector. Since 2005 she is a member of the Commission for public professional examination for public service employees. Ms. Vuković participated in the drafting procedure of institutional establishment of gender mainstreaming in BiH, participated in drafting procedure of the project on human rights protection, especially in the part referring to gender equality in BiH, participated in the drafting procedure of the National CEDAW Report.

She was appointed as a coordinator in the course of drafting the National Action Plan in the field of gender equality by the Beijing Declaration, in the part referring to Women in Power and Decision Making Processes. Ms. Vuković also acted as a trainer for women parliamentarians and she is the president of association of women “Forum of Women”.

Since 1999, she is a member of editorial board of the journal “Pravna Misao” (Legal Doctrine). Ms. Vuković, with her knowledge, expertise, and permanent support greatly contributed to the Project definition, planning and implementation. It is especially reflected in her membership at the Project Management Board.
Ms. Vuković is an expert for legal issues and state administration.
